Pre heated oven AT 400 degrees F.
Melt butter in pan. Stir in flour to form a paste.
Add water, white sugar and brown sugar.Bring to a boil. Reduce temperature and simmer.
Place bottom crust in pan. Fill with apples. Cover with a lattice-work crust.
Pour sugar and butter liquid over crust.
Bake for 45 minutes, until apples are soft
