In a small saucepan, add butter, hot sauce, black pepper and garlic powder.
Heat these ingredients over low heat, stirring until the sauce is thick.
Remove it from the burner, and set it aside.
In a bowl, shift together the all purpose flour, red chili powder, and salt.
Evenly coat your chicken wings in it and then set them in a dish.
Place them into the refrigerator for at least one hour.
