Harissa a very popular meat preparation in kashmir which is made for their guests in winter
Soak wheat in water for 8 hours.
In a broad pot add wheat, salt and 2liters water and cook it on a medium flame till tender.
In another pot, add meat, salt, whole green chilies, ginger, garlic paste, red chili powder, black pepper powder and tomato puree.
Add 3 glasses of water and cook till tender.
When meat is tender, use chopper to obtain haleem like consistency
Then add tender wheat and stock and cook the mixture till it is thick.
Heat oil in a pan and fry onions till dark brown, pour it on Harissa.
Serve hot with naan
